What Changed for 2026: The Subsidy Cliff Is Back

From 2021 through 2025, temporarily enhanced ACA premium tax credits (first from the American Rescue Plan Act, then extended by the Inflation Reduction Act) capped everyone's expected contribution at a percentage of income — with no hard income cutoff. Those enhancements expired on December 31, 2025 after Congress did not act to extend them. For 2026 coverage, the Marketplace reverts to the original ACA premium tax credit formula, which cuts off subsidies entirely above 400% of the federal poverty level.
